Union-District Workload Committee (UDWC)

TUPM/MCCD COLLECTIVE BARGAINING AGREEMENT

Effective July 1, 2021 to June 30, 2024

8.4.1 Union-District Workload Committee Responsibilities. The Union-District Workload Committee (UDWC) shall be composed of four (4) members, two (2) appointed by UPM and two (2) appointed by the District. The UDWC shall be charged with the following responsibilities:

Review ll applications for UDWC Category II, III (except chair), V, and VI, such as for overloads, reassigned time, reduced load, and/or stipends. The UDCW shall recommend to the Superintendent/President all applications that meet the criteria and to the extent funding is available.

Review full-time assignments that include: UDWC Category I-VI non-instructional assignments; overloads; reassigned time; stipend assignments; phased-in retirement; or reduced load. (Forms 8.B and 8.E)

Review part-time assignments that include: UDWC Category I-VI non-instructional assignments or stipend assignments. (Form 8.B)

Interview faculty and make award recommendations for Category VI “Personal and Institutional Development” activities.

Review and recommed teaching units and/or service hour values for new courses/assignments, and for modifications of existing course teaching unit allocations and/or service hour values.

Review and recommend class size maximums pursuant to Article 10.

Review and, when appropriate, approve or deny departments’ requests to designate “Specialty Skills” courses (Article 6).

Review and, when appropriate, approve unit member requests for Extended Work Years.

i.      Apply selection criteria, interview faculty at its discretion, and recommend applicants for coordinating positions.

8.4.4 Personal and Institutional Development. Category VI, Personal and Institutional Development, shall include the subcategories identified below, but shall not include ongoing normal professional duties. Any funds not allocated by UDWC or the District shall not roll over to the next fiscal year.

IR&D Applications

a. Institutional Research and Development (IR&D) Grants: The District shall provide funding of up to one hundred and forty thousand dollars ($140,000) per academic year for IR&D projects. Funding shall be provided in the form of units, hours paid at the stipend rate, and/or expense reimbursement. Grants are for up to one year in length, to be used for the exclusive purposes of evaluating and developing new curricula deemed feasible (as opposed to course preparation for current curricula); evaluation and improvement of instructional effectiveness; improving student learning; increasing student enrollment and retention; and encouraging the adoption of instructional, learning or technical innovations. Grant applications (Form 8.D) must be detailed and thorough, including requested pay and expenses. Applications must specify work to be performed for the requested units/hours.

Grant applications for Fall semester or year-long grants are due to UDWC no later than March 1 of the prior year.
Grant applications for Spring semester grants are due to UDWC no later than September 1 of the prior semester.

Within four weeks following each deadline, UDWC will review applications and award grants for a total of up to sixty percent of the annual allocation for Fall or year-long grant applications, and up to the remainder of the annual allocation for Spring. Grant applications may request units and/or funds for expenses.

Each grant application may request up to three (3) units or up to forty (40) hours paid at the stipend rate per unit member for each semester, and up to five thousand ($5,000) total for expenses. Applications may include multiple unit members (pay maximum is per unit member, not per application; expense reimbursement maximum is total per application). UDWC may approve lower units/hours than requested. IR&D Grants are non-transferable. Funds expended for personnel services and equipment shall be limited to those line items and amounts specified in the grant as approved by the UDWC. Budget revisions require UDWC approval.

For Category VI IR&D proposals, please email to Sarah Anderegg, Office of the Assistant Superintendent/VP of Student Learning and Success, no later than 5:00 pm, on March 1 for fall proposals and September 1 for spring proposals.

b. District-Directed Initiatives: The District at its discretion may provide funding for District-directed initiatives it proposes. There is no dollar amount limit on the award for a project. Funding may be provided in the form of units, hours paid at the stipend rate, and/or expense reimbursement, depending on the District’s needs for the project.
